11/10 PBE Update: New Cosmic Skins, Chromas, and more!

The PBE has been updated! As we start the 10.24 PBE cycle, today's patch includes ten new skins, including Cosmic Anivia, Illaoi, Nami, Nidalee, Hecarim, Varus, Vladimir, and Skarner, Dark Cosmic Lissandra, and Prestige Star Guardian Soraka!
