2/26 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 10.5 PBE cycle, today's patch includes more tentative balance changes for Neeko, Sivir, Wukong, and more!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & potentially experimental changes. Be aware that what you see below may be relative to other changes from earlier this cycle! These are not official notes and may be incomplete.

Champions
Alistar
[Changelist]
  • Base HP increased from 575 to 600

Amumu
  • Curse of the Sad Mummy (R) cooldown increased from 130/115/100 to 150/125/100

Darius
  • Hemorrhage (Passive) damage to monsters increased from 120% to 175%

Kayn
  • The Darkin Scythe (Passive) orb spawn rate changed from [increases at 0/8/12 minutes] to ["smooth growth (Effectively you should get 3% more orbs)"]
  • Blade's Reach (W) slow increased from 60% to 70%

Lissandra
  • Ice Shard (Q) AP ratio increased from 70% to 80%

Mordekaiser
  • Darkness Rise (Passive) max damage to monsters increased from 25-120 to 28-164
    • [Not noted on the tooltip]

Neeko

  • Attack speed per level increased from 3% to 3.5%
  • ** Attack speed ratio increased from .645 to .67
  • Tangle-Barbs (E) AP ratio increased from 40% to 60%
  • Pop Blossom (R) Shield increased from [50/80/110 (+50% AP)] to [75/100/125 (+75% AP)]

Poppy

  • ** Hammer Shock (Q) max damage to non-champions increased from 40/60/80/100/120 to 50/80/110/140/170

Rammus
  • Attack speed ratio lowered from .656 to .625

Sett
  • Base armor lowered from 37 to 33
  • Base HP regen lowered from 8 to 7
  • HP regen per level lowered from .75 to .5
  • The Show Stopper (R) slow duration lowered from 1.5s to 1s

Sivir
  • Boomerang Blade (Q) damage per pass changed from [35/55/75/95/115 (+70/80/90/100/110% tAD)(+50% AP) to [35/50/65/80/95 (+70/85/100/115/130% tAD)(+50% AP)]
  • On the Hunt (R) minimum movement speed changed from 20% to 20/25/30% 

Wukong
[Changelist - Wukong has extensive changes in testing on the PBE!]
  • Mana per level increased from 40 to 45
  • MP5 lowered from 8.04 to 8
  • Stone Skin (Passive)
    • Armor changed from [5 + 1 per level] to [4 + .5 per level]
    • Max health regen lowered from 1% to .5%
    • Armor and regen increase when Wukong or clone hit an enemy lowered from 100% to 55%
    • Stacks increased from 5 to 10
  • Crushing Blow (Q) 
    • bAD lowered from 60% to 50%
    • Cooldown lowered from 10/9/8/7/6 to 9/8.5/8/7.5/7
  • Warrior Trickster (W) 
    • dash range lowered from 300 to 275
    • Cooldown increased from 20/18.5/17/15.5/14 to 20/19/18/17/16
  • Cyclone (R)
    • Movespeed while spinning lowered from 20/30/40% to 20/25/30%
    • Damage changed from  [110% tAD +3/6/9% max HP (+1% per 100 tAD)] to [110% tAD +3/5/7% max HP (+1.1% per 100 tAD)]

Items
Boots of Swiftness

  • Movement speed increased from 55 to 60


Boots of Mobility
  • Cost increased from 900 to 1000

TFT Changes
Glacial
  • 6 Champ magic damage increased from 375 to 475
    • Vs Live: From 350 to 475

Context & Notes

1) Riot Scruffy provided a full changelist of balance changes this cycle:
"Patch 10.5 tentative changes: Close to final numbers, but a few things may change before it goes live."
Riot Captain Gameplay also provided further explanation on Turret plating changes:
this is actually not the most accurate representation. it would be better to say turrets take 20% more damage from melee champs 
turret plates gained damage resist vs anything that's not a melee champion, but turrets lost armor and mr so that damage is roughly equivalent 
More clarification 
Turret plates gained 18% damage resist vs anything that's not a melee champion 
Pre 14 minutes, outer turrets have 40 + 40 per lost plate Armor and MR >>> 15 + 35 per lost plate Armor and MR 
Post 14 minutes, they have 40 armor and mr like before 
Which literally means VS Live, melee are dealing ~ 120% increased damage, and ranged are dealing ~2% reduced damage"

About darkening the overall skintone color: we feel like the current slight change in color is awesome and there are also comments here saying to keep it! We looked at Blackfrost Anivia model is really feel like its oudated. HOWEVER, we have appropriated some chromas to those who miss the darker blacks:
