4/22 PBE Update: More Tentative Balance Changes

The PBE has been updated! As we continue the 9.9 PBE cycle, today's patch includes missions assets for an upcoming event, tentative balance changes, and more!

Champions

Aatrox
[Aatrox has extensive changes in testing on the PBE!]

• Infernal Chains (W)
• • slow increased from 25% to 35%
  • cooldown increased from 22/20/18/16/14 to 26/23/20/17/14

Rakan
[Rakan has other changes in testing on the PBE!]

• Base AD increased from 58 to 62

Soraka

• Starcall (Q) 
• • cooldown increased from 5 to 8/7/6/5/4
  • damage lowered from 70/110/150/190/230 to 60/95/130/165/200
  • Rejuvenation duration increased from 3/3.5/4/4.5/5 to 5
  • movement speed increased from 10% to 14/18/22/26/30%
  • movement speed buff no longer requires you to be moving away from enemy champions
  • heal lowered from 14/16/18/20/22 per second to 12/14/16/18/20 per second

• Equinox (E) 
• • cooldown lowered from 24/22/20/18/16 to 20/19/18/17/16
  • mana cost increased from 70 to 70/75/80/85/90
