3/6 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 9.6 PBE cycle, today's patch includes tentative balance changes for Ezreal, Urgot, and more!

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Champions
Caitlyn
  • Ace in the Hole (R) damage increased from 250/475/700 to 300/525/750

Ezreal
[Ezreal has other changes in testing on the PBE!]
  • Mystic Shot (Q) AP lowered from 30% to 20%
  • Essence Flux (W) AP lowered from 70/75/80/85/90% to 55/60/65/70/75%

Urgot
[Changelist]
  • Mana increased from 300 to 340 
  • Mana Regen Growth increased from.6 to .8 
  • Echoing Flames (Passive)
    • [REMOVED] No longer deals reduced damage to enemies hit by it in the last 5 seconds. 
  • Purge (W) 
    • [REMOVED] No longer shields
    • Cost lowered from 65 to 40 
    • Cooldown lowered from 17/15/13/11/9 >>> 8/6/4/2/0 
    • On-hit damage reduction lowered from 66% to 50%
  • Disdain (E)
    • [NEW] Grants a shield for 60/80/100/120/140 (+200% bonus AD) on cast 
    • Damage changed from [60/100/140/180/220 (+.50% total AD)] to [90/120/150/180/210 (+100% bonus AD)]
    • Cooldown changed from [1615/14/13/12] to [14 at all ranks] 
    • Cost cost increased from [50 at all ranks] to [50/60/70/80/90]
  • Fear Beyond Death (R)
    • Range increased from 1600 to 2500 
    • Cast time increased from .4 to .5 
    • Damage changed from [50/175/300 (+50% total AD)] to [125/250/375 (+50% bonus AD)

Xayah
  • Deadly Plumage (W) attack speed increased from 30/35/40/45/50% to 40/50/60/70/80%

Runes
Ghost Poro (D3)
  • [New] Ghost poros now appear when your ward dies, rather than being placed when going into brush
    • Full Tooltip: "When your wards die or expire, they leave behind a Ghost Poro, which grants vision for 300s. Nearby enemy champions scare the Ghost Poro away. While either you or your Ghost Poro is in enemy territory, gain 5-20 adaptive force (based on level)."

1) Adriaan Noordzij commented on twitter about Fuzz Fizz prestige edition and Prestige points:
"It's been mentioned in a few spots, but to clarify: Fuzz Fizz Prestige Edition will be available for Prestige Points. 
To reiterate: we have plans to make Prestige Points available through means other than loot bundles. We have a solve that I'm excited about, but can't share yet."
2) Riot Repertoir provided a changelist for Urgot changes testing on the PBE:
"Got some Urgot stuff headed to PBE soon aimed at building back up his solo queue performance provided he's sufficiently reduced in pro presence. All is subject to change pending player feedback. Primary goal is to encourage more offensive builds and playstyles.

Fuzz Fizz Prestige Edition hops onto the rift with:

4) New Framecap options and under the hood changes from Riot Koalfier:
"Hello PBE'rs! This is just a quick post to let you know that we're making some under-the-hood changes to Framecap settings. In 9.5, we added the 200 and 240 fps options to the list. For 9.6, we're porting folks over from Uncapped to 240 cap in a one-time migration. We're also setting the default framecap on a new install to 240fps. We're still leaving the Uncapped option available for those that want to use it. 
Why? We've found that many players experience spikey framerates when playing on Uncapped, but don't have the hardware necessary to actually see FPS above 240. We've done some testing internally and found that, for the vast majority of specs, capping at 240 will generally improve smoothness in the game without sacrificing average framerate. For those of you with omega-rigs (2080ti people I'm looking at you), you'll still be able to swap to Uncapped if you want those sweet FPS gains. 
Please let us know if you have any problems related to selecting your FPS in-game. Thanks! 
Known issues: 
If you previously had 240FPS selected as your FPS cap, your FPS field will display blank in the menu (you will still be capped at 240). If you attempt to change, you'll need to select a couple of different options to be able to confirm. After that, everything should work as expected."
