3/27 PBE Update: Hextech Jarvan IV Splash Art & Tentative Balance Changes

The PBE has been updated! As we continue the 9.7 PBE cycle, today's patch includes the full splash art for Hextech Jarvan IV, Dunkmaster Ivern chroma changes, and more tentative balance changes!

Splash Art

Hextech Jarvan IV's full splash art is now on the PBE!

Miscellaneous 

  • Neolexical noted more changes for Dunkmaster Ivern's chroma:
"Made some more Chroma changes for Ivern. There are also several skin changes made. Thanks to all of the Ivern mains that helped make his skin/chromas better :) While I don't work on the skins team, I know they have been discussing and taking each feedback very seriously."


Balance Changes

  • Rupture (Q) cooldown lowered from 9 to 7

Dr. Mundo
[Changelist]

  • Infected Cleaver (Q) damage increased from [15/17.5/20/22.5/25% of target's current health] to [20/22.5/25/27.5/30% of target's current health]
  • Masochism (E) minimum bonus AD increased from 30/45/60/75/90 to 40/55/70/85/100

Garen

  • Courage (W) 
    • cooldown lowered from 24/23/22/21/20 to 23/21/19/17/15
    • bonus armor & magic resist increased from .25 to .333
    • bonus max increased from 40 to 50
    • duration lowered from 2/3/4/5/6 to 2/2.75/3.5/4.25/5


Morgana
  • HP/5 reverted from 4.5 to 5.5
  • HP regen per level lowered from .12 to .08

Pyke
  • Bone Skewer (Q) cooldown changed from 16/14/12/10/8 to 14/12.5/11/9.5/8
  • Phantom Undertow (E) stun increased from 1.1 to 1.25

Rumble

  • Scrap Shield (W) bonus movement speed increased from 10/15/20/25/30% to 20/25/30/35/40%
  • The Equalizer (R) cooldown lowered from 110/100/90 to 100/85/70


Sylas

  • HP/5 lowered from 9.5 to 7.5
  • Kingslayer (W) damage lowered from 60/90/120/150/180 to 50/75/100/125/150
  • Abscond / Abduct (E) cooldown increased from 12/11.5/11/10.5/10 to 18/16/14/12/10

Urgot
  • Disdain (E) 
    • cooldown increased from 14 at all ranks to 16/15.5/15/14.5/14
    • mana cost increased from 50/60/70/80/90 to 60/70/80/90/100
  • Fear Beyond Death (R) damage lowered from 125/250/375 to 100/225/350


Runes
Demolish (R2)

  • % of max health as bonus damage increased from 30% to 35%


Overgrowth (R4)

  • Max health after absorbing 120 monsters or minions increased from 2.5% to 3.5%


Ultimate Hunter (D4)

  • CDR per stack of Bounty Hunter increased from 2% to 3%


Cut Down (P4)

  • Damage increased from [5% to 12%] to [5% to 15%]

Context & Notes

1) Make sure to check out Meddler's quick gameplay thoughts for March 27th, including context on balance this cycle:
"Some context on 9.7 balance changes 
Thinking on where we're up to on various things:
  • Kayle - Looking to both bring down her overall power (she's just plain too strong in general) and increase her need to get items to be successful (she's too resilient to early/mid game failure right now)
  • Lissandra - We're hitting her Q CD, early game in particular, though a bit even when maxed. That's aimed at both her ability to shove lanes and to some degree her sustained damage later on.
  • Morgana - We held off on nerfs in 9.6 since it wasn't clear enough they were needed at the time. Pretty convinced they are necessary at this point though. Looking to bring her strength down more in mid than support, though both will be affected.
  • Sylas - Is just looking strong, with recent nerf not doing enough to bring him in line, particularly as player experience playing him continues to increase.
Things we looked at but aren't changing in 9.7 
  • Aftershock - We'd like to make some changes to Aftershock and did explore some for 9.7. We've pulled those but plan to come back to it soon. Conclusion was we need a bit more testing time to nail down what approach is best. Something that became clear pretty quickly when assessing different options was that we didn't have a clearly enough defined and agreed on audience target (who uses it really well, who uses it moderately well, who shouldn't consider it as an option). That'll be one of our next steps as a result.
  • Vayne - At time of writing we're still debating whether or not we should hit Vayne in 9.7 though probably won't. Power wise our take is she's on the border of needing a nerf, but not clearly over it. Direction we'd look at first if nerfing would be bringing down her ult power somewhat."
