7/9 PBE Update: Tentative Balance Changes

The PBE has been updated! As we continue the 8.14 PBE cycle, today's patch includes tentative balance changes for Ahri, Karma, and more!

Miscellaneous 

  • The description of each of the faction icons added in the 7/6 PBE update were tweaked, no longer mentioning the 'Ryze Short':
"Earned by completing a mission during the release of the Runeterra map."

Balance Changes

NOTE*: The PBE is a testing grounds for new, tentative, & experimental changes. Be aware that what you see below may be relative to other changes earlier this cycle! These are not official notes.

Ahri

  • Charm (E)
    • Cost lowered from 85 to 70
    • duration increased from 1/1.25/1.5/1.75/2 to 1.4/1.55/1.7/1.85/2

Karma
[Context/Changelist]
  • Inner Flame (Q)
    • Mantra - Soulflare detonation damage lowered from 50/150/250/350 to 35/140/245/350
    • Splash radius increased from 250 to 300
  • Inspire (E) cost lowered from 60/65/70/75/80 to 55/60/65/70/75

Shen
  • Twilight Assault (Q) Spirit Blade collision slow changed from 35% at all ranks to [15/20/25/30/35%]

Vi
  • Assault and Battery (R) cooldown lowered from 130/100/70 to 110/85/60


Context & Notes

1) ricklessabandon provided a changelist and context on Karma changes testing this cycle:
"putting together some karma buffs for 8.14 and still kind of figuring out what makes the most sense for right now (given that we'd still like to do a small update for her in the future) 
currently considering things like this:"

He also noted an Ahri changelist:
"going to try to get some ahri changes out to the pbe in the next update (early next week)  
here's an early preview (subject to change)"

Draft Pick Champ Select Timing Improvements on PBE

Here's CertainlyT with details on upcoming changes to champ select that will be testing on the PBE:
"Today we will begin testing a shorter champ select for Draft, primarily driven by time reductions in later phases of the draft. We don't have immediate plans to use these timings on the Live servers. We will test until you are happy, then try it selectively in some regions before moving to Live. 
Our goal is to streamline champ select so that you can spend more of your session in the game. We want to accomplish this by trimming phases that tend to drag on. You should feel more consistently engaged with the champ select experience throughout. Of course, this means in some situations, you will feel pressure to make decisions faster. 
Once comfortable with the new timings, player should be always engaged, but seldom stressed. This is where you come in. We test internally mostly via custom games. I need candid feedback from players who have put 20+ games in on these timings under real life circumstances, like bans and trades. As the above diagram shows, we've pushed this version pretty aggressively -- better to start with noticeable changes and pull back as needed.

*You may have noticed the "perfect" champ select has lower experiential variance. That will involve changes not present here -- for example, improvements to the Runes UI/UX. Look for those in the future."

Update on Updated Spellblade VFX

Here's Riot King Cobra with an update on the spellblade VFX in testing on the PBE:
"Hey everyone! I posted here a couple of weeks ago asking for feedback about updated Spellblade VFX that the Game Systems team was working on. We read through what you had to say and made some slight iterations that I'd like to share with you! The changes aren't too big - we primarily tried to address concerns over clarity by adding some white glow to the center of the VFX and brightened them a bit (The Iceborn Gauntlet screengrab doesn't convey this too great...my bad...). That said, we're particularly interested in what you guys think about the new differentiation between Sheen and Trinity Force. 
We're feeling pretty good about moving forward with these, but would like to give you guys an opportunity to provide your thoughts. See them below!"
